Scoring is via point system. Similar to tennis - where Jalena Jankovic was no. 1 without even winning any tournaments. So it's the same. Points aculated over a 2 year period - for each PGA tournament, certain points are awarded for the ranking the player achieve in that tournament. Tiger did not play for 5 months, that's where he dropped points. And he didn't win all that much the year before he had that period of layoff. Lee Westwood played almost the whole of the two year period. He made a lot of top 10s.
