Theorhetically speaking, if we vote to legalize marijuana,?

but no other country has legalized it yet, will the USA become known as the world's dealer for illicit drugs and every low life stoner in the world immigrates here? Then what? I'm not saying that all drug users are low lifes, just the ones who would immigrate here for that purpose alone.
