I'm no expert on this subject but from my limited understanding. ogue streams are in an unbroken wave pattern. Take out a piece of paper and draw a wavy line. Converting ogue to digital data cannot be stored in waves just bits (meaning a 0 or a 1). So to convert ogue input to digital, a sample (snapshots if you will) is taken at set positions of the wave and stored to a file in a digital format. The higher the sample rate the better the quality.
