How much am I going to have to pay to get my license back?

I've just been having a back and forth E-mail conversation with the clerk at my local courthouse. I thought I had to pay something like $500 in order to get my license back. It turns out I do have $500 I have to pay, but I also have about $10,000 that I owe the courts. I think this may be because of a car I left parked with expired plates. It accrued a ton of tickets sitting there over the course of a few months and I never paid any of them. The $500 I owe is from driving a couple years ago with no license and no insurance. The $10,000 I'm pretty sure is from all those parking tickets. My question then is: Am I going to have to pay almost $11,000 to drive legally again? And, if I go discuss this with an official in the "compliance" area of my courthouse, am I at risk of being arrested on the spot because of all these un-paid fees?
