Anyone know where the phrase "cutting of the chinese melon" originated? I know what it means, but the origin?

It was used post the failed Boxer Rebellion, when the western Imerialist powers divided up Chinese territories in accordance with the US's Open Door Policy. But I'm just trying to find out who first coined the phrase. Any help would be appreciated. Many thanks!
